Unnecessary condition



Specifically, three conditions belong to or disadvantages: (1) fault is unnecessary. In practice, some actors' environmental behavior is fully compliant, but it may also cause unexpected environmental hazards such as pollution damage. This damage is generally liable by the behavior; (3) The consequences of harm are unnecessary. Some environmental behaviors have not caused objective, real harmful consequences, but in order to punish the need (environmental criminal law or public hazard, it is called punishment of dangerous crimes), and actors should also bear legal responsibility, mainly administrative responsibility and criminal responsibility.
