Tothoroughlyimplementthespiritofthe19thNationalCongressoftheCommunistPartyofChina,acceleratethemodernizationofeducationandthebuildingofastrongeducationcountry,promotethedevelopmentofeducationinformatizationinthenewera,andcultivateanewengineofinnovation-drivendevelopmentcombinedwiththecountry’s“Internet+”anduniversityData,newgenerationofartificialintelligenceandothermajorstrategictaskarrangementsand"NationalMediumandLong-termEducationReformandDevelopmentPlanOutline(2010-2020)","NationalEducationDevelopment"13thFive-YearPlan"",and"EducationInformatizationTen-YearDevelopmentPlan"(2011-2020)""EducationInformationization"13thFive-YearPlan"andotherdocumentrequirements,formulatethisplan.

I.Significance

The19thNationalCongressoftheCommunistPartyofChinamadeamajorjudgmentthatsocialismwithChinesecharacteristicshasenteredanewera,andembarkedonanewjourneyofacceleratingthemodernizationofeducationandbuildinganeducationpower.Standingatanewhistoricalstartingpoint,wemustfocusonthenewneedsfortalenttraininginthenewera,strengthentheability-firsttalenttrainingconcept,takeeducationalinformationizationasanendogenousvariableofeducationalsystemicchanges,supportandleadthemodernizationofeducation,andpromoteeducationConceptupdates,modelchanges,andsystemrestructuringhaveenabledmycountry'seducationinformatizationdevelopmentleveltobeintheforefrontoftheworld,playingagloballeadingrole,andprovidingChinesewisdomandChinesesolutionsforthedevelopmentofinternationaleducationinformatization.Thenewerahasgivennewmissionstoeducationinformatization,anditwillinevitablydriveeducationinformatizationfromthe1.0eratothe2.0era.Inordertoleadandpromotethetransformationandupgradingofeducationinformatization,theEducationInformatization2.0actionplanisproposed.

TheEducationInformatization2.0ActionPlanisaninherentneedtoachieveanewleapbasedonhistoricalachievements.Sincethe18thNationalCongressoftheCommunistPartyofChina,China’seducationinformatizationhasachievedunprecedentedrapiddevelopment,achievedall-roundandhistoricachievements,andachievedrapidadvancementintheconstructionandapplicationof"threelinksandtwoplatforms",andteachers’informationtechnologyapplicationcapabilitieshavebeensignificantlyimproved.The"fivemajoradvancements"suchasthesignificantimprovementofinformatizationtechnology,thegreatlyenhancedroleofinformatizationinpromotingthereformanddevelopmentofeducation,andthesignificantincreaseininternationalinfluence.Intheconstructionofeducationalinformatizationapplicationmodels,theestablishmentofapromotionmechanismfortheparticipationofthewholesocietyandtheexplorationofeducationinlinewithnationalconditionsThe"threemajorbreakthroughs"havebeenachievedontheroadofinformatizationdevelopment,layingasolidfoundationforthefurtherdevelopmentofeducationinformatizationinthenewera.
